on jury duty, quite interesting, an executive body no more like an arbitrary body, and oversight, i suppose rather like a court, but chosen by lottery from within the lottery senate, maybe for 6 months at a time? you have to be nominated by at least a few other members but once you're nominated that's it your odds don't go up, or they do only at a fraction of support, meaning it's mathematically encouraged to spread nominations out.

the jury would, like a functional head of state, probably look to leadershp in the legislature, though they wouldn't pick just one prime commisar given that the lottery/soviet/Proportional Rep system. in situations where a clear majority can form around a government, ie grand coalitions, the government would be able to pass legislation. but in practice that would be secondary, with crosscoperation between components of the confederation operation in a

at the executive level though, the commissioners will probably need to end up rather EU style. there's not even necessarily a presumptive collective cabinet responsiblity. different factions might form around electing members of an ambasadorial delegation (replete with lottery council attaches, though an attache or any other Lottetor Lottorio Lottser could be made a commissioner, ambassador, tribune.

so the different commissioners have different portfolios, and these can overlap, in fact they do so by design, meaning that commissioners either need to cooperate with each other or appeal things to the Jury. ok but how does the Jury enforce it's dictates? in the book it's that they're a baffel, an injection of legitimacy (a rather creative and populist one), but fundamental questions are on a gentlemen's agreement kept out of their hands.

this jury could have the power to appoint commissioners at the highest level when they do not have an absolute majority, like the president or monarch in some parliamentary governments. they could also create new commissions, maybe composed with other Lotteristas, to do X or Y or Z. The departments themselves would be overseen by commissioners but they wouldn't have as much proactive executive power except as handed down by the jury.

but if jury membership is short than lasting power will still land in the hands of the people bringing the jury their options, namely those commissars able to garner the confidence of the Congress to grant them a commission to open trade negotiations with the recycleists syndicates, pass a resolution for communities in key regions to build extra lodging in order to facilitate traffic, with those more invested contributing extra resources if they want it done sooner, but the local communities overseeing and facilitating, or not, the project.

leaders from particular feilds based on their alliances and expertize would populate the commissions, the Executive Committee of the Congress. head of the biggest pilots union would be a likely candidate for the air traffic oversight board, and members of leadership in the farmworkers assembly would put forward candidates on trade envoys. persuasion, representation, organization, fostering alliances, the arts of society, the would be the skills given opportunity here, since on their own the commissions could only propose courses of action to the Congress and/or the Jury. well, that's pretty idealistic, but that's a general schema of governmental authority
