Establish a national jury

a conference of representatives, divided into working groups, to oversee legislation, judicicial review, and executive action, appoint and remove executive officers, subpoena judges and police officers etc, and to coordinate the populace on enforcing it's powers

local juries of equal size to oversee city and state governments. all jurors at the national level to belong to at least one local jury capable of questioning them and by a 2/3 vote remove them, subject to the overturning of the national jury, and vice versa

the salaries and travel expenses to be paid by participating labor unions

labor unions, indigenous nations, prisoners, migrant communities, students, tenants, to elect ambassadors to the local and national juries. ambassadors of foreign governments and foreign national juries also to be invited.

philosophers to advise the jury on law, policy, social science. schools of philosophers to accredit and nominate philosophers, grounded in universities, land and water protectors, local juries,

a system for the use of proxies to represent absent jurors. each juror guaranteed an alternate of their choosing able to be present at all jury functions

working groups and commissions, led by commissars, for enforcing and bringing about programs established by the jury.

tribunes capable of protecting indigenous Sovereignty, Black self determination, etc, by vetoing taxes, conscription, prosecution, etc of their members by external authority. tribunes chosen by approval voting, flexible number of tribunes per bloc based on how many win the approval of the relevant membership.
